HOW TO OVERLAY-TEXTURE AN IMAGE
I've been doing this more frequently because it's easier, in my opinion, to use than the Texturize filter. This method gives you more control over what the texture will look like, and how it affects your image.

This is the picture we'll be editing. I made it online using UGO.com"s Hero Machine.  Ignore the ugly difference clouds in the background.

We'll use this texture to the right. Save it to My Documents or whatever.

Open the devonshr.jpg picture and use the Move Tool and drag the devonshr.jpg pic into your picture.

Move the texture and cover up the leather strap going across the guy's chest.

Now, look at your layers panel. Click on the texture layer to select it. You'll notice the word "Normal" in a field above the texture layer. Click the arrow that's pointing down right next to the word "Normal" and you'll see a list of other choices. Choose the one that says Overlay. Now look at your picture...

The texture has now blended with the background. It looks pretty good, but the texture goes out of the lines where the leather strap is, and that has to be removed.

Click on the drawing layer and then, using the Magic Wand Tool, click on the leather strap. This will select all the brown inside of the lines. Now, click back onto the texture layer, and press Ctrl + Shift + I. This inverts the selection, so instead of selecting the leather strap, it selects the area around it. Now, press Ctrl + X to cut away the excess texture.

Now it fits perfectly. If you want to mess around with the texture and make it look different, try pressing Ctrl + I to invert the texture, giving it a totally different feel. Try pressing Ctrl + Shift + L to run the Auto Levels function, it will make everything stand out much more.
